Why India is so soft on terror?????

Terror strikes in Jaipur again killing many innocent people.... From Mumbai trains...Varanasi temples, Malegaon,Delhi,Hyderabad......to today.

Country with a billion-plus nation can't do anything to stop this.... not even one identified!!!!!!

Countries like US and Israel which strongly advocates the tit-for-tat policiy doesn't take the
loss of a single individual lightly....

then why do a economically growing and with a best known decomcratic country
falter at having to deal firmly with terror......
why POTA been withdrawn?????????
why do we negotiate with hijackers?????
Why - in the aftermath of a terror strike - is blame game ?????
why are we so soft on terror??????
